Does the state of the fusing bases influence the decision of cutting that low?

Not in the least. The fusion is a result of fast girth growth. This process is a means to an end.

We can look at some fused bases on a few smaller trees I did. these are the seeds I planted a few year ago that I grew under the window screen for additional movement.

These were planted thru hole is a terra cotta saucer three years ago.

Last weekend I took them out and removed them from the saucers. Not all of them, just a two.

The tree was removed and roots combed out.

I just snapped the saucers off by breaking.

The tree was severd from the roots growing under the saucer.

The tree is now planted back into the colander on its own roots and having had them cut back will now start to produce a pad small enough to go into a small pot.

No, both types have tungsten carbide. Terra cotta is soft. You can drill ONE hole with a regular drill bit. Then you would have to sharpen it. But you could do it.
