Hi,
Caterpillar maybe. Looks like something eating it when it was in the developing leaf stage. I have a few leaf roller caterpillars doing damage on my Maples at the moment too ( if I am correct).
But we wait for others opinion as the “more the merrier”

Physical damage or localized damage = critters.

General damage (across the entire plant) usually indicates environment damage. How does the rest of the tree look? Is the damage only in this one spot?
