in a sorta POCKET in the soil like if you didn't put it in the mix when the tree was out of the pot.

Will it harden up into a rock like bone meal scattered on the surface does?

I don't use it anymore but when I did it was powder. I don't recall it ever hardening up - basically it just seemed to wash through the substrate... Sounds like you might just be applying to much to me. Or could it be a reaction with your water? Have me wondering now damnit

I thought bone-meal was only used in minecraft :)

It is powder.
I buried some in the pots I have just growing (no planned root prune this year)
Then I noticed that the lil bit I sprinkled on the surface of a pot kinda turned to a sheet.
kinda
like
sorta

No it won't harden if buried. It goes hard because it dries out.
