Why do flower buds die before they bloom?

I have had a dessert rose bonsai for 3 years now. This is the first time it blooms. but many flower buds die before they bloom. Can anyone please tell me what may cause that? Thank you.

I just touched the soil. the top layer is still moist. I am afraid of overwatering. It happened before and caused root rot

Your tree does not look like a healthy desert rose. I think your focus should be on getting it healthy first. The flower buds die because your tree doesn't have the energy to push blossoms.
