Which direction do I go with this California Juniper?

I was thinking about making the large branch on the left the apex and give the tree more movement, or encourage growth of one of the middle branches and keep the apex low and broad and jin the left branch.
I was also considering grafting shimpaku. Any suggestions are appreciated.

Those branches look like they could be easily be brought down. Wrap with raffia, wire, and guy wire. May need to use a jack to help.

Great tree for a workshop with an experienced guy.
