I would not repot a tree that is that week. I would instead remove all the dead branches, and let it recover this season

What kind of soil is in that pot? Often biggies like this have sand, clay, all kinds of crap in there, and they start sufferin. It will be good to clean out all the orange, and see if you have new stuff at the branch bases. Thuja can handle wicked root work, but this guys needs to green up.

Soil looks very dense is all I can say. Haven’t even poked it yet.

You're on a big fat hook to make this interesting, and so far...so far....

Just look out for scale, I brought that one home from the alley a while back, and found out why it was in The alley!
