while I don't quite have the same type of winds but being adjacent to the pacific Ocean allows for some strong winds and storms., I've gone to covering the surface of repots with spagnum moss that I've presoaked in water. I cover the surface with about half inch of moss. Then I water in the newly repotted subject and the moss cushions the soil not allowing it to be moved around by the force of the watering. It holds moisture well, and can be seen looking dry as telltale for rewatering.
