Thanks osyoung and others,
When the candles are elongating I start with the lower branches. The time frame from layer to layer is about a week or more as I cut the shorter candles while watching the top layers just pushing hard. At the time the top candles have just about opened I cut them and seems the tree is quite balanced with new candles opening to the shorter needles (about 2.5-3cm) all. Been a joy to work with over the past 43 years. The tree was collected in Benzie county N. MI, It was crushed by a snow plow so I took it home.

Once all the candles have been cut it is about 30 days later when all the new ones produced have opened with shorter needles as shown.

So why is it I can pinch the candles on my dwarf EWP down to 1/4 the length
and they still get rather elongated? Perhaps I need to allow them to begin to open more so.
The back budding does indeed produce miniature needles on mine though.
Just can't get it to back bud everywhere. Hit and miss.

I have found EWP frustrating.

I think this might have been the opinion 20 years ago, but perhaps not today with the development of numerous short-needled cultivars.
