Juniper bark issue

I have a juniper (I think a procumbens), and it has old bark that has been flaking off. In the attached photo you'll see a large portion of the old bark that has been tore off.

Will this harm the tree? Should I be removing the old bark in favor of the bark underneath?

wont harm it. Many people remove the bark on junipers anyway to help combat bugs hiding under there
