JBP 2nd Flush Question

Hey All,
I have a 10 year old JBP and I'm in zone 9 in California. I decandled all branches around late June this year along with stopping fertilizer. I've been noticing that most of the branches started their 2nd flush of growth pretty quickly, but some branches still have no new buds till now. Is there a reason why this happened?

Usually it is a case of mis-balanced growth. If you don't balance the number of buds and needles across branches, you will continue to get stronger growth on the stronger parts of the tree, while weaker parts of the tree will dwindle and eventually die back completely.

Is there anything I should do at this point to rebalance the tree or maybe later in the fall? Or should I wait until next year to rebalance?
