Foliar Feeding Desert Rose?

The weather is in the 70s and sunny. Should I foliar feed my Adenium Obesums? At half strength, quarter, or full, perhaps? If so, how often. I’m thinking since I’ve got to be conservative with watering in winter (somewhat, it’s not so cold) that foliar feeding might boost growth…

Growth requires roots supplying H2O to foliage. Fertilizing foliage only and no H2O supply to roots should have little if any effect except to H2O spot foliage.
