Emergency!!!! Mugo pine repot!!!

As Coh noted, with conifers, it can take months for damage or death to become apparent. Staying green is good but does not mean the tree will survive and grow. New growth is a good sign, but still doesn't mean the tree will survive. If the tree remains green through the winter and starts growing next spring, it has a good chance:D. If the green begins to fade to yellow then brown......and there's nothing you can do about it now...patience;).

Oops, somehow I missed the close-ups in your post. It does look like the candles are growing, which would be a very good sign, but not definitive as Dave notes.

I really do hate being the author of bad news. The candles may be giving the appearance of pushing but sometimes a tree stressed to the point of impending extinction will do a lot of last ditch things just to survive. It could be an illusion.

AS TO YOUR DECISION TO WAIT A YEAR???? THAT'S TOO SOON!! Minimum of two years; three would be better. Impatience kills more trees than stupid potting mistakes. Just because the tree seems it could grow to the moon doesn't mean it can.

well, Im waiting 2 years. Im in no rush.
So, is it just dying?

From your photo it is not certain nothing is certain except you have pushed this tree far enough to kill it several times over, if you keep fooling around with that is exactly what will happen.

No way to know right now. All you can do is wait. If it is still green and starts to grow next spring, it's got a good chance. Until then.....

And if it does don't do anything to it then. Give it at least two complete growing seasons to re-establish itself.
