Will it form buds this season if I cut back now?

I am planning a similar cut back next week on my Austrian Black Pine. In my case I plan to cut back the terminal buds removing all new growth. I am not concerned as the tree has some buds further back on most branches and my goal is to reduce the overall branch length and hopefully to induce new buds further back. I have been feeding it heavily this year and waiting for the new growth to harden off. Another couple of signs is the new needles now do not pull out easily and are so sharp it is like brushing up against a porcupine.

Cut back this year's shoots but leave a few pairs of needles at the bottom
