Gray color such as this sometimes indicates it was attacked by mites. I don't want to speak too soon, but when an entire tree, especially a conifer turns a different color out of season, it usually means the tree is dead. Some close ups of the foliage might be helpful to make a better assessment.
I put my hand under one of the foliage pads and then gave it a shake. I seen black pepper sized bugs move in the palm of my hand. Looks like it is mites. So I put some all purpose insect killer on yesterday. This morning a lot of them are dead. But I will continue to spray.
