what are these-should i be concerned

i've had some of my trees covered in a buried in mulch for the winter and i've been uncovering them the last couple weeks.
this is the 2nd one so far that i've found these bright orange specks on top of the soil(i'm color blind so they could be yellow or green or.....what ever color those bright colored specks are).
they are about 1/16" to 1/8"

anyone know what they are and if i should be concerned?

Looks like a fungus to me. Pretty common for damp mulch. Remove it and you should be fine.

Gently remove what you can, it would be normal for it to start on damp mulch. Once it dries out I am guessing it won't grow anymore. If it does just hit it with a fungicide once the plants are out in normal sun.
