What are these little white things?

I have tons of these little white oval things all over my tree. I saw them in the winter and they seemed really hard, couldn't get them off.

But now, they are scraping off really easily and there's like this reddish brown stuff that smears when I scrape them.

Are they some kind of insect egg?

I’ve had these before too. Sprayed neem oil liberally and scraped as many as possible off manually a couple of days later.

Having squished a freaking bunch of these nasty things, I think the texture would be something akin to a stale marshmallow.

Fortunately, that is part of a landscape euonymus I`m airlayering. My potted one is free. Interstingly, only this species is affected by those bugs, only in the northern half of my garden. I have over 50 fruiting trees in my garden and there is no scale on them. Weird little bastards.
