I recently purchased this tree from a forum member, and it was unidentified. I would love any help identifying it from these photos. I am located in Western Washington, but I don't know much about the provenance of this tree.

It appears to have a lighter colored fringe on the leaves. It has grown quite dense and shrub-like, with highly flaky bark that remind me of Potentila.

I haven’t yet seen evidence of the leaves changing, so I suspect that it is evergreen.

This is the leading hypothesis. The photos online of the leaves don’t look quite the same, but very close. I suppose the test will be when/if it flowers!
