What worries me more is that those buds seem old. It looks almost as if this tree hasn't produced new foliage this year.
I had that happen with one mugo pine, it has those brownish golden buds with bumps on them, but it's only now pushing some foliage. In my case this was the result of serious abuse. It's the same for a banksiana I have.
I think the tree in your picture has a chance of not surviving the winter, there's something not right. Apart from the youngest needles showing a discoloration.
If it's still healthy next spring, it's worth 150 euros in my opinion. But right now, it feels sketchy.
Maybe someone with experience on this type of pine can show some insights. Pentaphylla is on my list but I don't own any, so I base my opinion on 'general pine behavior'.
