I have a little juniper with heaps of new growth and it's doing fine, but all last years growth died and fell off.Is this normal?

What type of juniper is it?

Posting a picture would help. It sounds just like typical die back with juniper. Check out this video for some basics on cleaning up and balancing growth.

Not sure on that exact species of needle juniper.

It looks as if those dead branches were pruned too much. Pine and juniper readily die back when too much foliage is removed from a branch. Remove or jin those branches, they will not come back.
