Nothing but trouble on this one.

Good use of the trunk. Will be nice as you tighten the foliage...hopefully it will cooperate.
 
The upright looks OK but I vastly prefer the cascade look. I wouldn't worry about the "lack" of foliage. As you keep it healthy it will fill in and flush out and you'll have more than you want. I would NOT graft shimpaku on it. It was created as a California juniper and should be appreciated for what it really is. There's a great foundation so don't give up on it.
 
Knowing Al, the other shoe will drop eventually. He baits us in and gives us the Rope-a-dope only to show what his plan was all along...
