I'm wishing for the best! But a chunk of wood that pops buds does not mean that there are established roots. Don't disturb the stump... but watch for roots in the clear plastic cup.

I think the stump will be fine. I don’t have much hope for the cutting.

The growth from the cutting has slowed way down while the tree itself is exploding. At this rate apex selection will be in the summer. I might even attempt carving the trunk then.
Personally, with as hard as the roots got chopped on that one I would wait till spring next year to do any carving. While elms are tough as nails they can still die. If you do end up carving, sealing the cuts will increase survivability.
