hemlock questions

so a bunch of the needles fell off but some decided to stay leaving kind of an ugly look. they are still strongly attached. should i pick them off to make the tree look better or is it best to see if they fall off naturally eventually. i dont want to weaken the tree.

also what am i looking at in terms of wire setting time. I'm hoping i can take them off this summer but maybe it will take much longer.

and branches that dont have a new bud are basically dead? or will they get new growth later in the summer? i cut some off to push growth to the stronger areas already.

Yes. No growth = dead.
