Quinn the Eskimo aka The Mighty Quinn.
Written by the amazing Bob Dylan...but first officially played by Manfred Mann on an album recorded in 1967, released in January 1968.
Dylan had recorded it on The Basement Tapes, but that wasn't released until 1975.
