elaeagnus collection in fall or spring

I found another interesting subject on one of my roadside walks---- elaeagnus. This one has a 2" trunk and had been chopped down by the road crews to a stump height of 6" and the foliage had sprouted up to about 18". I don't know much about them. I don't think it's a native but maybe got seeded their by a bird. It's in an area that MAY be mowed again this year or early next year. Would it be advisable to collect it this fall or chance it and wait until spring?
