Does anyone have ideas on how to process landscaping bark-mulch into smaller pieces for substrate?

The stuff you buy at Lowes, Home Depot, etc. is bagged by different regional contractors so the size fractions and quality differ accordingly. You might find a great product at your local store that is crap at my local store. And if the contractor changes from year to year so might the quality.
 
For anyone else wondering..

 
I only use bark in my substrate for tropicals, so I don’t need large quantities. I’ve found that the fir bark sold at the local pet store for reptiles is the right size and very clean.
