Foemina's bud out of the cambium?I would suggest a saw or a sharp set of bypass shears. It will more than sprout buds out of the cambium layer. They will be coming out of everywhere if it's healthy and done in the spring before it opens the existing buds.
And if it were mine I would chop it lower. Like just above the bottom branch and use it for the continuation of the trunk.
And get it out of the little pot and put it in a collander or larger nursery bucket. It won't grow out nearly as fast in the bonsai pot.

Do a drawn projection on the tree in the ground growing for say 5 more years, see how it thickens.
Airlayer in late spring. Two plants, one to experiment on, the other to transfer the experience to.

Let it get strong and healthy first. Another season of strong outdoor growth should do it. I'd slip pot it into a bigger pot to help.
Just let it grow for a while. There's nothing wrong with setting yourself up for success when you prune.
