Any thoughts on "Blue Star" Juniper, aka Juniperus Squamata?

I see it hanging off the side of a rock/mountain. I have 3 of these and a group planting maybe... around the pond next year.

I saw a blue-star at my home depot the other day that was 4 feet tall with a pencil-straight trunk that had a 2" measure at least. It was the oddest juniper specimen i've ever seen. I have no idea how they got it to grow into that shape. It looked like a tree out of a Doctor Suess book.

The top was grafted onto the straight trunk.
