almost second flush on mugo

Hello, I recently saw some weird second flush-like growth on mugo pine (in the ground).
The weakest buds did nothing.
Some other ones extended significally last summer and autumn, couple of them reached almost the length of the first flush. but they usually didn't make any needles.
Other buds didn't extend much but they made some needles.
the shrub was pruned only moderately because it would block a pathway, but not at places where it made these buds.
Also really interesting is that all the candle-buds are hardened off even if they aren't fully extended and have no needles.

Another fun fact: all the buds are curved and face east.

My climate:
average january temperatures: -1C
average july temperatures: 20C
USDA 6-7
Do anyone know what is this what caused it?

And the young not hardened shoots on nearby yew indicate summer pruning
 
Sometimes pines just make long buds. It's not a flush if they don't open.
I think it has to do with the amount of root growth they got in fall; excess auxins, excess elongation.
