Adopted Junipers - Is this Tip Blight?

Adopted some nana Junipers and I see the very end of all tips are brown or ashy grey but no large branches are dying. Is this the very start of tip Blight? Bad pinching by previous owner? Maybe over watering?

Its not what I know to be tip blight
check for spider mites
White sheet of paper under a branch, shake it and see if you have tiny things crawling around that make a reddish brown streak if you run your finger across them
 
Looks more like physical damage to maybe. Maybe from pinching or some other stress. A greyish, dusty look is often spidermite damage, whether past or present. I would keep an eye on them, but wouldn't worry too much unless you continue to see new browning without any healthy new growth. If you find spidermites, treat for them. Regularly hosing junipers down can also knock mites off and help keep populations in check.
 
I see two things: brown dead tips, can be anything from pinching, over- or underwatering, high shade.
And I'm seeing weird growths that turn the tips into diamond shaped cones. That last one I only know from wild yamadori from Spain, Italy and Portugal, it's caused by an insect that usually attacks Taxus.
Are you by any chance located in southern Europe? those insects are native there and I don't know how to treat for those other than cutting the parts off. Most of the time it doesn't come back after that, but that's because I live 400+km away from those areas where they are present.
