found some of these on the underside of one of my doug firs....on the underside of the needles. looked like little white fuzzy balls. On the opposite side of the needle it is turning yellow where they are sucking sap....
interesting not on the nearby hemlocks. waiting for a call back from a local forester.
 
Systemic pesticides work on adelgid, not sure if spraying directly would or not
 
It’s probably Cooley spruce gall adelgid that you are seeing on your Douglas Fir.

First year of their life cycle is on Douglas fir, second year on spruce..

sort of, usually.


They can be sprayed off with water if you have the right technique and sprayer, it’s a pain. Insecticidal soap takes care of them easily if you get them early before they wool up. So does DE but not as well. Water can strip away the wool too making them once again briefly succeptible to insecticidal soap. The soap applied to young emerging needles like that may remove protective oils leaving them more prone to needlecast infection later. Maybe.
That’s how I deal with them, they are crazy prolific in the woods around me, trees still grow pretty well after being damaged by them though, used to it I guess.
