I'm no expert on this subject, but I can tell you my experience. JBP thrive here, but I can't grow JWP grafted on JBP roots, so in my case it must have to do with the foliage, maybe the question you ask has the same answer, the foliage needs a colder winter dormancy, my 2 cents.
