Will these oak buds function?

If you mean will they grow and extend I think that's unlikely with the growing tip still healthy. I find oaks are very apical dominant so they rarely back bud or activate lower buds unless the tip is removed. Even then I generally only get 1 or 2 of the highest buds start growing.

Thank you. I was afraid that was the case. It would really take a hit appearancewise as those leaves are pretty much "up in the air."
Don't know if there's enough year left to grow out from those measly buds.

The fact you have buds is a good thing.
Next spring, you can cut back to those which will help keep the tree from getting to lanky and long and keep the foliage more compact
 
If its English Oak Quercus robur nature they do produce a second flush of leaves in summer known as Lammas growth, so if you prune the shoots now there is a fair chance that dormant buds will sprout later in summer, though this will also depend on how vigorous and healthy the tree is . When did you last repot?

FERGIT IT! This son of a beech takes forever to drop leaves and then leaf out later.
