I can't make out the lower two kanji well enough to look them up. My Japanese isn't very good, but this appears to be more of a union, than a manufacturer or vendor.
The only thing that hints at a manufacturer to me is 丸信仰 (Maru Shinko I think) but I'm not getting any obvious hits with a search for that and I don't see it on the box for the wire cutters.
It turns out if I look at the pictures on the computer instead of my phone I can see better...Thank you very much

The lower word on that seal is 推奨 which means recommendation or endorsement. So that logo you took a picture of simply says "Nippon Bonsai Growers Cooperative Endorsed"
I also noticed in the bottom left corner of the shears box there's more text. I can't say for sure, but it looks like 丸信仰製造元. So it sort of looks like that's your answer.
