top or bottom buds broom pruning

One internet teacher said prune to a side or upward bud/leaf, another said prune to a side or bottom facing bud/leaf. which when?

edit: In my case, I have seedlings and want to make vase shaped brooms

All depends what direction you want the branch to grow towards.

Prune to the bud that points in the direction you need the new branch to head towards. It is really that simple.

And with seedlings, where you have no previous branching, just prune, you don't really need to over-think it.

Brooms are a lovely style.
