Small white ‘mass’ on Trident branch

Any idea what this is? It’s small, about 1/4”~1/2”. It seems spongy, but I didn’t touch it.
I see a couple of more, but smaller.

It looks like a scale ‘shell’ on top of the white mass, but I’ve never seen scale hatch..

Looks like a scale insect. Get rid of it, and check the undersides of leaves for more.
 
Maybe wooly aphids. If you touch the mass does one or more fly away? I see them on my trees every year this time and I just blast them with the hose or if there are only one or two I just squish them with a pinch of my fingers.
 
Definitely a scale and if that's how they breed.....
Burn it!

I'd check the branches. They hide good until you start seeing them, then find them all and scrape em off.
