Concerning bonsai nursery potted common Shimpaku...does where you live affect what soil composition would be best for the trees or is the proper blend of soil mix universal regardless of location?

Yes.
I for one get a lot of rain in winter, so my mix is more free draining than someone in a desert region would use.
That means in summer I water more, but in winter I water not at all.
Most universal blends work fine, but small tweaks are a smart move; a bit more bark or a little less akadama can make a difference.

Most trees can grow in quite a wide range of soils so pick the soil mix to suit your local conditions and the way you water and care for your trees.
