I have a very weak lowest branch and a way to busy top with much bigger branches. How do I put the big one on the small branch location?

Not entirely clear what you are asking for here?
One reason for weaker low branches IS strong upper branches. Most trees are apical dominant. That means the tree wants to be the tallest tree in the forest to beat all competition. Fastest to the top wins so the vast majority of resources go to strong growing upper branches while lower branches don't get fed and gradually die.
One way to strengthen lower branches is to keep upper branches restrained - pruning. Also make sure lower branches get plenty of light. That includes turning the trees regularly so all lower branches get plenty of sun.

Junipers can be approach grafted. You'll need to look that up to find out how but it allows us to take strong branches (from the same tree or another of the same species) and graft it elsewhere on the trunk. Approach graft from the top of a strong tree down to lowest branch doesn't always work well as sap does not flow downhill as well as uphill so branches taken down from the top slow down and don't always graft quickly. I've found it much easier to approach graft from another tree in a separate pot placed below the area that needs the graft.

With junipers, I've found they respond better to EVERYTHING when they're vigorous. If you're looking to graft, you want it to be as healthy and strong as possible so the scion knits with the tree as quickly as possible.

Learn to clean your juniper. Remove growth that is weak, growing downward, or within ½ - 3/4" of the crotch (unless you're likely to reduce branching back to that crotch). Wire tips upward to invigorate particularly weak branches. At the proper repotting time, get your tree into a well-draining soil. Give your tree 6+ hours of sun a day. Do these things and your tree should strengthen.
