If I let this tree grow a year utoched, is it possible to perform the 3 major cuts, or do they block too much of the flow of water and energy around the circumference?

Folks often make these cuts after the leaves harden off. Some would cut it all this year, but maybe times don’t like me as they just die when I chop hard. Dunno, it’s likely just me. Also don’t know the tree’s background and condition.
But…. might also consider cutting the lower branches this year, maybe leave a short stub to see if they will resprout as at least one seems to be in a decent place for a branch, just too thick. Then if the tree gets healthy, chop the rest next year.
