Folks often make these cuts after the leaves harden off. Some would cut it all this year, but maybe times don’t like me as they just die when I chop hard. Dunno, it’s likely just me. Also don’t know the tree’s background and condition.
But…. might also consider cutting the lower branches this year, maybe leave a short stub to see if they will resprout as at least one seems to be in a decent place for a branch, just too thick. Then if the tree gets healthy, chop the rest next year.
