I have a Chinese elm that has started shooting growth already , I just transplanted 1.5 weeks ago , am I ok to prune the tree or should I wait ?

Prune it after one week?
I wouldn't do it. I would let it get stronger. And light prune later, in the summer.

I agree. I’d let the tree grow stability, strength and long term health. To soon right now....let it grow out and flex it’s strength.

For what purpose?

It shouldn't be to "make it look nice" unless it's going to show.

I pull very calculated bits off here and there.
.05-1% Every week at most.

But your pruning pruning probly shouldn't happen yet.

The question is, why do you want to prune? What are you trying to accomplish in terms of the development of the tree? I feel those should be your guiding questions more than whether it is too early to prune.

Trying to get it more structurally where I want the tree . It's all hardwood I would be cutting back . But I guess I should wait from what it sounds like ; I don't want to hurt my tree
 
Leave it be til the leaves harden off and the plant generates some strength. You can prune but risk loss of vitality or death of tree. Trees need to photosynthesize for energy. Foliage is needed for photosynthesis. (And no, you shouldn't prune "just a little bit.") You need a little patience for success in bonsai.

Chinese elms are very strong but you CAN kill them.
