Pest or fungus?

this is my Arizona Ash clump. Two issues I’m seeing. First off, tiny black dots on the (mostly) underside of the leaves. With then subsequent larger brown spots on the leaves. Is not affecting the entire tree, but present. Tree is slow to grow this year and I’m sure this is the culprit.

Are the brown spots from the black dots? possibly a pest?

or are they both a fungus? Black spots are spores maybe?

Looked that up. Thrips is showing small white spots not the black I’m seeing. Thank you though!
