pest on my mini jade

I am getting some kind of insect damage on my mini jades. They get white powdery stuff around the base of the leaves before they fall off and I can find like little cotton balls on the underside of the leaves also. Sorry I don't have any pictures. Does anyone have experience with this who can tell me what is going on? I have tried a neem oil solution sprayed all over them repeatedly and it will still come back. Any help would be great.

Wooly aphids. How many plants do you have adjacent?

Mealy bug.
Discussed many times here and thousands of times online. Lots of people say they control it using only alcohol or oil, but it comes back for me using these measures. I use systemics, but if you just have a plant or two you could probably keep ahead of it without systemics.
