Pest identification

I have noticed that my tree had a pest and I think it is a mealybug. Is this correct?
What is the best thing I can do to get rid of it as soon as possible?

it does look like mealybugs. strong soapy water spray down, let sit 15 mins, rinse fully. or better, neem/soap/water and the same process
 
Phyllaphis fagi is a species of aphids that seems to love beech, they're even named after their host. They produce white filaments and they can hardly be found on other species.
Most common aphid insecticides will do the trick. Neem oil should too, that's what I use to get rid of them.

They're not mealybugs, which is a good thing. Mealybugs are harder to get rid of.
Make sure you hit the underside of the foliage.

Do you also spray preventively with Neem oil? If so...what frequency?

No I haven't in the past year. But when I did, I used to do it once every 3-4 weeks.
Beeches have weak cuticle though, so I'm not sure if it would be beneficial.
