Won't fruit if it isn't pollinated... not sure if you are asking why it ISN'T fruiting 
Prunus Pissardi.
Here in Portugal the Pissardi I know produce fruits but not good to eat. But the flowers are single, not compound like yours. Perhaps yours is an hybrid, to improve the flowers they loose the capacity of fruiting. Neverthless, all prunus are selfpollineted.
