Welcome to the site!

Your first challenge will be the lowest branch juncture that has three branches and the main trunk all coming from one spot. Of those four branches (branches + trunk) you need to eliminate at least two, and you might even decide to eliminate three and work with only one main leader. However with a juniper you have to be careful you don't eliminate too much foliage in one shot, or you might kill the tree. You should decide on the one/two branches you are going to keep, and eliminate one of the ones you are going to prune - leaving a jin behind.

Then once warm weather is upon us, you will want to prune back the leggy growth - again being careful to never remove more than 30% of the foliage without letting the tree recover.

I think it's not a juniper.
But rather a lemon cypress or something. The bark doesn't look like juniper to me.

I agree with bonsainut. And I want to point out that sometimes it's good to just start wiring some trunks and see where it goes.
That has worked 10/10 times for me! And sure, sometimes I had to leave them be for a year or two before it dawned on me. But it works.
Systematic approaches can be very crafty and very non-artsy, but they work.

Wire the trunk, wire the branches, eleminate what doesn't fit, wire some more branches, eliminate what doesn't fit, repeat four to five times.
