Not sure how these deciduous azaleas react to cut backs and timing as I do not work with deciduous presently, except to ground layer and trade these off. Their scent kicks off my asthma!
My first impression would be to cut to the very short branch above the lower fork on the upper fork. Shorter on the lower. Keep the lowest to build the trunk.
Then be sure to tailor new growth so the tree doesn’t return to the form it looks like now.
