I just bought this JWP a month ago (and 2 other cultivars). It was too late to repot it, and the only thing I've done is remove bar branches and cut whorls back to 2 branches. It's been in my grow area with several other pines: JBP, JRP and Pinus pungens---all of which are thriving.
Same watering regimen. Morning sun until about 2 PM and then partial shade.

What's wrong with this baby?

It looks like it might have dried out, but it might not matter. It also looks like all the new candles are browning and likely dead now, which is never good for any pine. I'd pop it out of the can to check the roots for anything odd. I suppose it could also be pine tip months- ,https://extension.colostate.edu/topic-areas/insects/pine-tip-moths-5-529/, but in my experience, they only damage 1 or two candles on my relatively small potted pines. If it's months, the damage is done. If it dried out, or there is a root issue, you'll need to watch watering carefully as it won't be pulling nearly as much water out of the soil, and JWP like it a bit on the dry side.

I took it out of the pot and the roots look good but the soil was quite wet even though I didn't water any of the pines yesterday. The bottom third of the soil just fell off the rootball. I replaced that third with coarse pine bark and pumice.

I checked my other new 3 gallon JWP 'Ogon' and the same root/soil conditions were present. I did the same thing with bark/pumice.

The other new JWP 'Azuma goyo' is in a 1 gallon pot and looks fine (and dry).

No evidence of moths on any of them.

Thanks @Dav4 !

JWP hate wet feet and suffer from root issues from such. I've killed many this way. My wet spring this year was brutal on some of my pines and I've lost some as a result.

That sucks...sorry to hear that.
This is why I love the soil mix I use.
Fast draining and periods of excessive rain don't bother them because it's pretty much impossible to overwater

What soil mix do you use?
Having just purchased this a month ago, I haven't had it at the right season to repot.
All my other pines are in largely pumice/lava mixes.

For pines I use Akadama, pumice and lava 1:1:1 ratio.
