Juniper problem identification

My friend has this juniper that is displaying unusual foliage pretty much all over

I am not familiar with what it is a symptom of and we were at a workshop today and no one else recognised it

I thought i would ask Bnut to see if we could find an answer and maybe a solution.

Tips all lookhealthy and its a good colour apart from this all over older needles

Could it be old needles dying off?

If it's not a blight, what I suspect is the case.
I want to throw a ball at sodium poisoning.

A blight would produce spore nodules; black specks that spread the pathogens spores. It would also affect the whole tip and not leave any healthy parts on the affected branch.

Phytohptora or however that's written, would kill the tips first too.

Salt damage, specifically sodium, coming out of winter where people use road salts, is a common occurrence in some plants. The symptoms would be the fiery pattern we see here; in other plants it would be more spotty, but junipers work differently.
Ammonia burn from pets pissing on the tree is also an option.
