Juniper in general, and itoigawa for sure, are propagated by cutting, not seeds. Find a plant on the internet that you want to buy and buy it. Then follow some of the instructions for juniper cuttings on this site or other places.

I've seen Chinese juniper seeds for sale, but that is a very slow and tedious way to propagate. Moreover, I've never seen a reliable seller offering seeds that were specifically represented as itoigawa. This may be an impossible task, and it is almost certainly not your best option for growing these things from scratch.
