Is this what dessicated branches look like

On one of my junipers, I've had some serious die-back. I noticed that that nearly all the die back is on branches that have white scale-like bark appearance like thus:




This last one is a good example that shows what I am considering a healthy looking bark leading into that white, scaly looking bark.
