Is this oedema?

KIMG0586.JPGIs this edema? It appears on new leaves. I've been thinking it might be edema because I water the plants after the soil has dried out.
 
I don't think it's edema.
Maybe mealybugs or some kind of scale?
If you squish the bump, do they leave any yellow or orange on your fingers? Or is it crusty and crumbly?

It's a sticky, white, viscous substance, similar to rubber tree sap. Sometimes, when I cut off a leaf, it becomes transparent and disappears after a while.
It's sticky to the touch and can be gathered and rolled into a ball, so I think it's rubber tree sap.
This white, sap-like substance can be found on Ficus septica, Ficus nana, and Ficus rubiginosa. It does not seem to be spreading to other nearby ficus.

Hmm then it might be edema, or some kind of mechanical damage.
I've never seen edema in 20+ years of gardening, which is why I replied that it wasn't my first suspect. But if it's not animals, then it must be edema. Or something like the wind blowing it into a sharp object or a wall or something.
